Skin type sets the base of a routine; concerns sit on top of it. The same brightening serum can suit oily and dry skin - what changes is what you cleanse and moisturise with around it, and how often you use the strong steps.
Dry and mature skin usually wants a non-stripping cleanse and richer barrier support. Oily and congested skin needs balance rather than stripping - over-cleansing is the most common mistake. Combination skin generally does best with a lightweight base, layered more heavily only where it is needed. Sensitive skin should build up slowly from the essentials, adding one active at a time so anything that does not suit it is easy to identify.
